Trump Threatens To Hold SNAP Benefits Hostage, Then Karoline Leavitt Says He Won't

Trump administration will partially fund SNAP, but it could take months

Trump had said it would be his "honor" to fund the food assistance program.

SNAP benefits for November 2025 are being reduced by 50% due to a funding shortage. The USDA Food and Nutrition Service is using a contingency fund to provide some benefits, but payments may be delayed as states adjust their systems. In addition, new state work requirements are impacting eligibility for certain groups, with some people potentially losing benefits entirely after a three-month limit. 

• Benefit reduction: Maximum allotments for November 2025 are being reduced to 50% of the current eligible amount.
• Funding source: The reduction is possible because the government is using funds from an Agriculture Department contingency fund.
• Potential delays: Delays are possible because states need to adjust their systems to reflect the reduced payments, and some states may not be able to do so quickly. 
• Other recent changes affecting SNAP
  • State work requirements: Legislation enacted in 2023 is now being implemented, which requires some people to work or participate in work activities to continue receiving SNAP benefits.
  • Expanded work requirements: The work requirement now applies to more groups, including some veterans, people experiencing homelessness, and young adults who have aged out of foster care.
  • Time limit: There is now a three-month time limit for individuals who are not meeting the new work requirements. After three months, they can only receive benefits if they meet the work requirements or qualify for an exemption.
